Biography

Judy has over two decades of public health nursing background plus experience in the hospital and education sectors. Her research program has focused on health access and equity, gender and its intersections with race/racism, sexuality, age, generation, ability. Her scholarly work is interdisciplinary and uses qualitative approaches or mixed methods. Topics include community nursing, feminist/critical pedagogy, cultural diversity, access and equity, health services, nurses’ health, professional career/work dynamics, political practice, women’s activism, sexual diversity, mental health promotion, policy processes, mothering, intimate partner violence and violence broadly conceptualized.

She has been involved in minority health, especially related to LGBTQ issues, participatory policy development and knowledge translation/exchange through community venues, media, and professional associations. Her work aligns with a focus on building healthy and safe workplaces and communities, as well as supportive, meaningful and respectful educational environments.

In 2000, while working as a public health nurse and completing her master's thesis on educational issues perceived by expectant lesbian couples, she became involved with professional and community-based equity groups and presenting/publishing in academic contexts. Her dissertation was a participatory policy study, Situating the Political in Nurses’ Lives: The Intersection of Policy, Practice and Career for Lesbian Health Advocates. While completing her PhD and post-doc, she gradually moved from direct clinical practice to academic nursing, lecturing in undergraduate nursing programs at the University of Toronto (2005-2008) and Ryerson University (2003-2006). Courses included primary health care nursing, nursing leadership, nursing theory, research, organizational context of practice, women’s health,  mental health nursing, final integrative practicum. She coordinated/delivered seniors-focused community clinical and co-taught a PhD course in educational policy and program evaluation. She was faculty advisor/clinical instructor for students in clinical courses whose placements ranged from emergency, mental health, medical/surgical, pediatric and primary care to home care, public health and health promotion settings (2004-2008).

She has held a tenure-stream position in the School of Nursing at York University since July, 2008.

She was appointed Interim Director of the School of Nursing from July 1, 2017-June 30, 2018. She then completed a 3-year term as Associate Dean for Students, Faculty of Health, starting September 1, 2018 and ending August 31, 2021. She was on sabbatical from September 1, 2021-August 31, 2022. . 

She has been the academic lead for grant proposals that built on research and community collaborations including an interdisciplinary team initiative focused on mental health and an early collaboration with the Reg Nurses Association of Ontario and Rainbow Health Ontario that aimed to support the development of LGBTQ-focused best practice guidelines.

She has taught a number of online graduate course in the MScN program, one of which is open to other disciplines, GS/NURS 5175 3.0, Sexual and Gender Diversity: Implications for Education, Policy and Practice in the Health Professions. She has taught several core MScN program courses, including qualitative research (G/SNURS 5200 3.0) and the MScN clinical course, Advanced Nursing Practicum (GS/NURS 5400 3.0) where she provided faculty support to students engaging in innovative projects and advanced practice in settings ranging from long term care, medical-surgical, emergency, mental health, community health to education and policy. Other MScN courses she has taught include: GS/NURS 5100 6.0 Theoretical and Philosophical Foundations of Nursing Science, GS/NURS 5120 3.0 Advanced Perspectives in Women's Health and GS/NURS 5210 3.0 Theoretical Foundations of Nursing Practice with Marginalized Persons.. She has also taught an undergraduate clinical course in community health nursing (Community as Partner).

Until July, 2018, she was co-Policy and Political Action ENO, previously the inaugural co-chair of the Rainbow Nursing Interest Group of the Registered Nurses Association of Ontario (RNAO). She has been affiliated with Rainbow Health Ontario as a researcher. From 2018-2021, she iwas a member of the expert panel for the RNAO 2SLGBTQI+ Equity Best Practice Guideline that was launched June, 2021.

As a member of the Public Health Alliance for LGBTTTIQQ Equity, a workgroup of the Ontario Public Health Association (OPHA), she was involved with community consultations using participatory action research in the development of several position papers and a policy resolution related to access to public health care for lesbians, gay men, bisexuals and trans communities.
